The Phoenix IDE is currently the work of Carl Sturtivant and Ronald Craig. See the DevWiki or the OSPGLDevBlog for more information on this project.
It's still a bit premature at this point, but a copy of the in-progress version of the IDE is available in the downloads subdomain. While future builds may not come on a daily basis, it will hopefully be worthwile to keep an eye on things.
NB. Binary Version 0.1.3g is currently available for download
The source code has been committed to the SourceForge CVS tree. Follow the directions given to checkout a copy of the code, or follow the link to browse the project repository. While an outdated version of the source can also be found in the downloads subdomain (link above), SourceForge will now be the major point of distribution.
A tracker category for Phoenix IDE bugs has also been added to the SourceForge project summary page.
(A .sit archive of the final version of the first attempt at an editor (PhoEdit3) is also available from the Downloads area. The PhoEdit3 subproject was instructive to me (RJC) personally, but was discontinued in late July because of basic inconsistencies between the foundation laid and the direction development needed to go. Hopefully the new (re)design (from the ground up) of the main project will resolve those problems.)
